HOUSING PLANS FOR SEFTON AND THE LIVERPOOL CITY REGION

On 16 th January 2026, the Mayor Steve Rotheram revealed a £2bn plan to build more than 64,000 new homes in the Liverpool City Region (LCR) by 2030. 

Work with the City Region’s local authorities and housing associations has identified more than 300 sites on which 64,044 homes could be built. 

The breakdown of the housing pipeline shows that in Sefton the target is 7,723 housing units across 48 sites. 

The pipeline across the remainder of the City Region shows

Halton: 71 sites; 9,930 units 

Knowsley: 31 sites; 2,999 units 

Liverpool: 71 sites; 31,264 units 

St Helens: 45 sites; 5,602 units 

Wirral: 44 sites; 6,526 units 

Totals: 310 sites; 64,044 units. 

This is a massive increase in development across the City Region. The pipeline for Sefton shows that just 432 housing units are currently in delivery. The proposals show that in the short term (0 to 3 years) this will increase to 795 units. The medium term target (3-5 years) is 2,442 units and beyond 5 years the target is 4,054 units. 

Funding for these projects, particularly on the more challenging sites, is being explored by the LCR and Homes England. The LCR is also planning a Mayoral Development Corporation with wide-ranging powers to acquire and develop sites. Initially this will focus on the North Docks area. 

The proposals are being debated at the City Region on 23 rd January 2026 and whilst the report lists the potential sites and the financial strategies to be explored, the LCR is silent on the matter of how the necessary infrastructure will be developed to support this housing boom. 

Where are the roads, sewers and telecom infrastructure? Where are the schools, doctors, dentists and local shops? 

Whilst this is currently a numerical exercise, indicating over 64,000 new “housing units” we are not told how many of these represent affordable homes, homes for rent, dwellings for homeless people or families, or housing for sale. 

The following lists the current, short-term and medium sites identified by Sefton Council. Other sites comprising longer-term opportunities have not been disclosed.
